The quick answer
Is it cheaper to buy a home in Maryland or Pennsylvania near the state line? Pennsylvania offers a flat 3.07% state income tax and no tax on most retirement income, but border towns like New Freedom now cost as much as Harford County. Harford County, MD offers shorter commutes to Baltimore and usually lower property tax bills, with no separate school tax. The better choice depends on where you work, your income, and your home budget.
Where Pennsylvania and Maryland collide
Hey friends, it's your home girl Jess. One of the most common questions I get is, "Should we buy in Maryland or Pennsylvania?"
I'm licensed in both states, so I see buyers weigh this every week. Fallston, Jarrettsville, Bel Air and Forest Hill sit minutes from Shrewsbury, Stewartstown, Delta and New Freedom across the Mason-Dixon Line. The drive is short, but the taxes, prices and paperwork are different. Knowledge is power, so here's how it breaks down.
Taxes: Maryland vs. Pennsylvania
Taxes are the biggest difference, and they cut both ways. Pennsylvania usually wins on income tax. Maryland often wins on property tax.
Income tax
Maryland: a graduated state rate of 2% to 5.75% for most households, plus Harford County's 3.06% local income tax. Higher brackets of 6.25% and 6.5% kick in above $600,000 for joint filers (RSM; Maryland DLS).
Pennsylvania: a flat 3.07% state rate, plus a local earned income tax. In the Southern York County School District it's 1.3% total, split between the school district and your township or borough (SYCSD).
Retirees, take note: Pennsylvania doesn't tax Social Security or most retirement income like pensions and 401(k) withdrawals.
Commuters: Maryland and Pennsylvania have a reciprocal agreement, so you pay income tax to the state where you live, not where you work. Ask your tax pro how it applies to you.
Property tax
Harford County, MD: $0.9779 county + $0.112 state per $100 of assessed value, about 1.09% of assessment. Inside the Town of Bel Air, add $0.54 (MD SDAT). Harford's homestead credit caps yearly increases on your primary home at 5%.
Southern York County, PA: you pay county, township or borough, and school district taxes. The school district alone is 19.91 mills for 2026-27 (SYCSD). York County assessments use older base-year values, so compare actual tax bills, not rates.
My tip: always ask for the current tax bill on any home you're considering. On a similar house, the PA bill is often higher because of school taxes.
Home prices: is Pennsylvania really cheaper?
York County as a whole is cheaper, but the PA towns right on the line are not. Demand from Maryland commuters has pushed border-town prices up to, or past, Harford County's.
Area (Sept 2026) Median sale price Change vs. last year
New Freedom, PA $429,795 +14.6%
Stewartstown, PA (17363) $406,880 +16.1%
Harford County, MD $399,107 -0.2%
York County, PA (all) $314,297 +12.3%

The real PA savings show up farther north, toward Red Lion, Dallastown and York, at the cost of a longer drive. In Harford County, homes are taking longer to sell (34 days vs. 30 a year ago), which gives buyers more room to negotiate.
Commute and closing costs
Commute
Your job location should drive this decision. Southern York County sits right on I-83, so Hunt Valley, Towson and downtown Baltimore are a straight shot south. Harford County is built around I-95 and Route 24, which works better for Aberdeen Proving Ground, White Marsh, Delaware and Philadelphia. Drive your real commute at rush hour before you fall in love with a house.
Closing costs: transfer and recordation taxes
Maryland (Harford County): 0.5% state transfer tax + 1% county transfer tax + recordation tax of $3.30 per $500 (about 0.66%). Buyer and seller customarily split these (Maryland DLS; Smart Settlements).
Maryland first-time buyers: half of the 0.5% state transfer tax is waived when the home is your primary residence.
Pennsylvania: 1% state realty transfer tax plus a local share, usually bringing the total to about 2%. It's customarily split between buyer and seller (PA Dept. of Revenue).
On a $400,000 home, Harford's taxes total about $8,640, or roughly $4,320 per side. Pennsylvania's are about $8,000, or roughly $4,000 per side. Your title company and lender will give you exact numbers on your Loan Estimate.
Schools, buyer programs and everyday life
Schools
Harford County Public Schools is one countywide district, so school taxes are already in your county bill. On the PA side, Southern York County School District serves Shrewsbury, Stewartstown, New Freedom, Glen Rock and the townships around them, and it bills its own school tax. Always confirm a home's assigned school by address.
First-time buyer help is state-specific
Your down payment help depends on which side of the line you buy.
Maryland Mortgage Program: options like 1st Time Advantage 6000 ($6,000 toward down payment and closing costs) and SmartBuy, which can pay off student debt (Bankrate).
PHFA (Pennsylvania): Keystone Advantage Assistance up to $6,000, and HOMEstead up to $10,000 for eligible buyers (Redfin).
Income limits apply to both, so talk to a lender who works in both states.
Everyday life
Southern York County feels more rural, with bigger lots, farmland and the Heritage Rail Trail running through New Freedom and Glen Rock. Harford County has more shopping, dining and newer neighborhoods around Bel Air, plus easy access to the Chesapeake Bay. Many PA homes here have wells and septic, so budget for those inspections.

Frequently asked questions
Is it cheaper to live in Pennsylvania or Maryland?
Pennsylvania usually has lower income taxes, especially for retirees. Maryland usually has lower property tax bills. Border-town home prices are now similar on both sides.
Can I live in Pennsylvania and work in Maryland?
Yes. Maryland and Pennsylvania have a reciprocal tax agreement, so you file income tax in your home state. Many southern York County residents commute to Baltimore County on I-83.
Do I pay school taxes in Harford County?
Not separately. School funding is part of Harford County's property tax. In Pennsylvania, the school district sends its own tax bill.
What towns are right on the MD/PA line?
On the PA side: Shrewsbury, New Freedom, Stewartstown, Delta and Fawn Grove. On the MD side: Norrisville, Whiteford, Pylesville and Jarrettsville, with Fallston, Forest Hill and Bel Air a short drive south.
Do I need a Realtor licensed in both states?
It helps. Contracts, disclosures and closing customs differ between Maryland and Pennsylvania. An agent licensed in both can show you homes on either side without handing you off.
